Middle-order batsman Abell, who captains his county Somerset, suffered the injury while bowling for England Lions in a match against Sri Lanka A this week.
The seriousness of the injury meant he would return to the UK to recover rather than travel to Bangladesh.
Somerset’s director of cricket Andy Hurry said: “He has shown over the course of several seasons what a level player he is and for him to be injured at this point is incredibly disappointing.”
“We will now focus on ensuring he receives all the appropriate support he needs during his rehabilitation period through to his return to play.”
England has opted not to name an official replacement for Abell in the squad.
That leaves them with just six recognized batsmen in the ODI squad for the first leg of the tour – Jason Roy, Phil Salt, Dawid Malan, James Vince, Moeen Ali and skipper Jos Buttler.
But Will Jacks, who is currently with the England Test team in New Zealand, could join the white-ball squad if he is not selected for the second Test in Wellington.
